The Project

The ‘Sea of Change’ is an MCA sponsored Firefighting at Sea Research Project in co-operation with Her Majesty’s Fire Service Inspectorate (HMFSI) and the Chief & Assistant Chief Fire Officers Association (CACFOA). A two year project, it is to review the current response from UK Fire Brigades in dealing with incidents at sea and it commenced in January 2003.

Project Team

The Project Team are Mervyn Kettle and Peter Pearce.

Divisional Officer Mervyn Kettle has been actively involved in marine related activities whilst serving in Cornwall County Fire Brigade from whom he is currently seconded. Mervyn has 28 years Fire Service experience having served both in rural and metropolitan Fire Authorities. Prior to his Fire Service career he was ten years in the Royal Navy.

Peter Pearce (ex Divisional Officer) served in Kent Fire Brigade for 40 years. He was before recently retiring, the lead officer for the Brigade on marine and water related activities.

Both have been very active in the Chief and Assistant Chief Fire Officers Association (CACFOA) Marine Operations Group since its inception in 1999.

The primary aim of the Project Team is to research and submit recommendations to the Project Board that can co-ordinate the implementation of a Local Authority Fire & Rescue Services integrated response to firefighting, chemical incidents and rescue at sea.
